What you want is called "kiosk mode".

Chris Nebel has already pointed you to
<http://developer.apple.com/technotes/tn2002/tn2062.html>, and you could
also Google for "mac os x kiosk mode".

The other common way of doing this is to use a web browser in kiosk mode --
easy enough to do with FileMaker databases if you web enable them. If you
don't want to run two machines and a network you can have FileMaker start up
with the database first and then call all URLs from the web browser as
"http://localhost:<FMPort>/...".
