GURLGURL is not "handled" by System Events, but simply "passed" to the
Standard Additions, the same behaviour as if you target "TextEdit" or
"BOMArchiveHelper"...
Perhaps somebody experimented with C++ can tell you how-to use osaxen
apple-events without targeting third-party applications (?).
