Using Quark Library with AS

Is there a way to create new Quark documents using a Quark Library via
AppleScript?
I can't find any thing to indicate there is using the Quark AppleScript
PDF, or the dictionary, so my hopes aren't high, but I thought somebody
here would know for sure.
