What sort of environment runs AppleScript but not those commands?
I discovered the same (or similar ?) just recently. At least in 8.6, a
script application with a unique creator type doesn't seem to be able to
'load script' / 'run script' successfully... or read and run scripts from
text. I didn't consider my own finding conclusive, but I could not get
it to work. All works fine from an aplt, but breaks as soon as the
script app is recreatored.

Is this the same (or similar ?) setup you were trying to use? I am now
using applets in this fashion with no problem, but Walter has a point
about the Dock and so on. Perhaps a 'faceless background' app? (Which I
have yet to learn how to implement.)
