I've never used OS9 per se, but in 7.6.1 the Finder selection corresponds to the order in which the items were selected. Which always seemed perfect to me.
(I haven't really tested Cmd-A, but assume it would go in tabbing order.)

(Strictly speaking, the order of items in the Finder selection should exactly
correspond with the order of items fed to the open handler of a droplet, no?).

I have always expected that. Never tested, but expected.
