Because it's followed. It's easy, and people get it right. the British rule(s), also used Down Here, might make more sense, and certainly aid the reader, but they require someone to think about what they are writing. What hurts the reader most -- seeing an odd rule followed or a theoretically more helpful set of rules breached?
