Please expound, if replacing "&" in a URL with "&amp; works to make a legal
URL (in browsers) then why shouldn't replacing ' " ' with &quot; ???

Because he's not using a browser. &quot; is defined for HTML, and only HTML.
His usage does not involve HTML in any way, shape, or <form>.
