Okay, I tried a few things:

Opened an image sequence, and did an export using my desired settings.
Ran the Apple "Save Export Settings" script --error -2107
tried your script (which won't even compile!)

Then I saved the same image sequence using Save As.. and tried the above steps again on the window that was open (same results)

The fact that your script won't compile in 1.9.3 (Script Editor 2.0 v43) makes me wonder if Apple didn't break anything in the last release. Are you using 1.9.3? I checked the release notes for a few versions back and didn't see anything about this. I also notice, though, that the "Quicktime Scripts" that existed previously in my Library did not include the "Save Export Settings" script, and the latest download from Apple does include it.

Aaargh.
