You can change the icon to a pop-up list by adding a folder named "PDF Services" to one or all of /Library or ~/Library or /Network/Library. You would then place an item in one of those "PDF Services" folders and the name of the item will appear in the pop-up list. You can see exactly how this works here:

So if you put a applet (or an alias to an applet) in there you can script what is done with the PDF.
