So, you could try by UI scripting the Network Preferences pane.

On the other hand, the settings are stored into file /Library/Preferences/SystemConfiguration/preferences.plist
But I couldn't find the way to access its info with the shell command "defaults" (someone?).
Should it really be not possible, you could still do it the hard way and parse the file's contents (perhaps with the help of Smile or with LateNight's osax).
