Adding an "update" for the file solved the problem. I had to add a
try-error block in case the file did not exist.

Finders speed (or lack thereof) in updating its caches. See the
dictionary for Finder, specifically "update":
update: Update the display of the specified object(s) to match their
on-disk representation
update reference -- the item to update
[necessity boolean] -- only update if necessary (i.e. a finder
window is open). default is false
[registering applications boolean] -- register applications.
default is true
