Solved the problem...turns out it was an Xtension conflict with some
software from Harris-Baseview. DragX seems to screw up scripting opening a
template multiple times. Disabling it takes care of the problem, plus I
added a quick check into the script to detect the offending Xtension:

tell application "QuarkXPress(tm)"
	repeat with currentXtension in (xtensions as list)
		if name of currentXtension is "DragX (port)" then
			set dialogText to "Error! DragX xtension is loaded!"
			display dialog dialogText buttons {"Abort"} default button
"Abort" giving up after 15
			return
		end if
	end repeat
end tell
