Do you want to know about privileges for the disk, or whether it is
physically capbable of being written to?

Assuming the latter, you could check the amount of 'free space' on the
volume. This is usually (always?) zero for CDs and DVDs, so they can be
easily identified as read-only media. Unfortunately, this doesn't work with
mounted disk images.
