1) you mentioned server-side keymappings; have you tried editing the client-side keymaps? /System/Library/Keyboard Layouts/

2) Terminal emulation settings the same across the board?

3) since the problem appears to be in older G3s (unless you have recent iBooks), I'm going to stretch and guess you have Jaguar running on some and Panther on others?

If I were in your shoes, my next step would be to get two computers side-by-side running identical OS and applications, install a key code tool on both, and start tinkling the ivories to see if it's really a hardware issue.
