Network Setup Scripting

I need to modify network setup using AppleScript (or Apple Events via C). Since Mac OS 8.5, the "Network Setup Scripting" scripting addition was added. I have been able to locate some sample scripts to at least retrieve current settings of a modem configuration under 8.6.

Under OS X (10.3 anyways), I cannot find the "Network Setup Scripting" addition. All I can find is the "Network Setup Extension" (July 2002). Is network setup not scriptable in the same way as it was under Mac OS 8/9? I have been unable to turn up any information as yet that tells me otherwise. I'm aware that one could probably use the UI scripting in 10.3 but I need this to work in 10.1 and 10.2 as well as Mac OS 9. Am I forced to configure network setup using Unix shell scripts for OS X?

Also, is there any better documentation on using Network Setup Scripting than this ancient KB article?
