That made me smile - as it's going to come as no surprise to anybody who's
tried to script Photoshop :-) [Not that I've ever used CS]

It's actually not so anemic (41 pages isn't too shabby in fact)... lots of objects and commands exposed, but with inconsistent depth and completeness. Also, the AppleScript and JavaScript APIs aren't just different syntactically, they in some cases are different APIs with JavaScript usually being the more complete...
