Why do you say this? The formula for Leap Years is well known even if it does have 100, 400 and 1000 year exceptions. As for leap seconds, there hasn't been one added in some time and there is talk of doing away with them. I'd say for the foreseeable future, the leap second is a fixed, known quantity.
