To work around this in your screen capture script, you could try
something like:

tell application "System Events" to keystroke "#" using command down
Brilliant, Kai! That's got it. Nice work!
I still find it borderline buggy that System Events wouldn't be able to
reconcile the obvious "3" using {shift down, command down} with the
obvious-when-pointed-out "#" using command down, but what the heck. It
works!
