Is it me or my URL Access Scripting....

What am I doing wrong, that the following gives me error
404?
tell application "URL
Access Scripting"
download
"http://192.168.1.99/scan/TestFile1.pdf" to file
"Test2.pdf"
end
tell
Yet, the same URL in my browser works correctly (downloading a
PDF file).
Or, is it possible that URL Access Scripting is broken?
