I don't know of a background application under OS 9 that can do what
that you require, though AKUA suites might do the job for you.
If you don't mind using an OS 9 application, that can process image
files without actually displaying any windows then an application I
wrote a while back called YVS Picture Translator can basically do the
same sort of thing as Image Events.

I have to apologize for the documentation which is rather poor but it
does have everything there you need.
