Folder Action Script: launch on file creation?

I would like to use Folder Action Scripts (in 10.3.9) to run a script whenever a file *appears* in a particular folder. The files are being created in this location by a Classic app, and are not being moved in the Finder.

Apparently, the construct:

  on adding folder items to ...
      <do some stuff>
  end adding folder items to

works when files are *moved* by the Finder into the folder, but isn't operative when the files are *created* there.

Is there an existing mechanism for doing what I describe? Suggestions for an alternative if no such mechanism exists? And, is there comprehensive doc listing available folder actions?
