That's because an application is not a service.

Sure - any global launcher utility can set this up for you. My favorites are
FastScripts and DragThing; my book lists a few others. For example, on my
machine, hitting command-option-control-@ anywhere causes the contents of
the clipboard to be treated as a URL with "open location". m.
