You're drawing a distinction I don't understand. Who are the first and
second party here? What I mean is: you wish to draw an association between a
global keyboard shortcut and the launching of a [script? application? not
sure]. Someone has to make that association. What do you care who makes it?
The mechanism is the same. It's a legitimate system mechanism (the carbon
hotkey manager) - there's nothing third-party about it.
Of course you could just mean that it's annoying that Apple's own Scripts
Menu doesn't allow keyboard shortcuts to work. That's true, it's annoying.
