Maybe it's not so strange, Paul ... the UI does seem to get you to add attachments to a message, but then they always appear inline at the insertion point. So in that sense they attach to the text in the UI.

When you access email without a GUI tool it's all text. The point of the email program is to make the data accessible in sensible ways.
