Is it possible that System Events is not being recognized because it is not loaded? Is the dictionary available if the app is not running. Is it really an application anyway?

I can't use Tiger because of system 7 obligations but in Panther it was necessary to include System Events in startup items to make anything associated with it work.

tell application "System Events"

would not  bring it up as an application.
