scripting assistance with apple compressor

Seems my apple-scripting abilities have seriously waned over the years...

I have Apple's compressor software running in a distributed fashion using Qmaster. I want to script a sort of drop folder if I could, I have created Droplets and put them into the shared storage volume, I want to take any file that gets dropped into a folder move it to a "working" directory and then have it opened with the droplet (the droplet already will open and submit a job to the cluster without any dialogs). The trick here though is that many files in the working directory might still be left there, so I don't want it resubmitting the same jobs over and over.

Any help would be greatly appreciated,
