I had the same problem - on OS X 10.4.3, Finder 10.4.2, AS 1.10.3, using Script Editor 2.1.1 (81). The only error message is "Finder got an error: The operation could not be completed."
Moving a single folder by name (move folder "blah" of the desktop) works fine.
Manually dragging folders, either individually or en masse, works fine.
So it seems to be something about the "every folder of the desktop" that's triggering the problem.
