International number formats

I just noticed something on my machine which is (currently) set up to use
Danish number formatting. (comma for decimals, period for thousands)

"1000.0" as number -- fails with error -1700

"1.000,0" as number -- fails with error -1700

"1000,0" as number -- returns 1000.0

1000.0 as string -- returns "1000,0"

1000,0 as string --> wont compile

So it looks like AppleScript uses the English language number formats in
some cases and Danish number formats in other cases, depending on what is
getting coerced to what. Note that the 'thousand' seperator causes
trouble.

What is the intended/preferred behavior?
