For that problem there's only one angle - OCR software, of which
OmniPage is one option. Many fax servers have OCR built in, many don't
- but this is not something you're gonna find a free and easy unix
shell tool to do, these products are expensive and imperfect (though
they've improved hugely over the past decade).
