You don't need to. It will open a new window automagically...

tell application "Terminal"
	do script "ls"
end tell

Opens a Terminal window and runs "ls"

 But isn't it just amazingly lame that you can't get one the "normal" way?
"make new window" just isn't cryptic enough, I guess.
