I searched my archive for this list and macscript and did not find a mention
of this tool, Mr. PC. Perhaps this is because the site and documentation
are in Japanese. The tool, however, is rendered in English and has easily
discoverable features. (I've visited this interesting collection before,
but I had not noticed this tool, even though it is a few years old. It
works quite well in X.3.9.) (There is a Classic version offered.)
Despite the unfortunate (ly misleading) name, this otherwise ordinary
Macintosh 'application switcher' tool has two particularly useful features
for the AppleScripter -- one more common than the other.
The interface is quite typical -- a floating palette of application icons,
with the standard range of settings. A click-hold reveals a pop-up menu. In
this menu there is an 'Open AE Dictionary' command which launches the
ScriptEditor [or other] and displays the dictionary of the application item.
Additionally (if less unique), a Scripts folder (alias support, see below)
at the same level as the application can contain folders named after
applications, and those scripts then appear in the pop-up menu of the
palette when the application is running. There is also a pop-menu option to
'Create scripts folder' for any running application, which mimics the OSA
Menu behavior.
Because I do not read Japanese, it took me a few minutes to realize the
purpose of the example Scripts found in the fresh install. (I knew they were
scripts, but I didn't immediately understand their relation to the
switcher.)
It then took me a few more minutes to discover that the Scripts folder (at
the level of Mr. PC) could be an alias to my user scripts folder, which
already contains folders with application display names.
The extra minutes (I tried the alias once I knew what the point was) were to
discover that one must: quit the application, keep any of the (very useful)
scripts for Finder, Terminal and Mr. PC itself (it is scriptable) [1] that
you want, then discard (move to trash and empty trash) the original
'Scripts' folder. Move an alias to your Scripts folder into place and you're
cooking with gas. (If you don't ditch the trash, Mr. PC will continue to
consider that the Scripts folder, even in the trash.)

(And pardon me if this tool has been discussed already.)

[1] Mr. PC has a dictionary which focuses on changing its appearance and
behavior, and getting some information about running applications. You can
also script a change of the app signature for the script editor you'd like
to use for the Open AE Dictionary menu item.
