Without doing some research to back up my initial thoughts, I would think that it probably not support EPS (I just did a man sips and verified it does not support EPS). EPS is a vector based format with a raster rendition in the header for previewing the image. sips is a rastor based conversion program.
If the op was trying to use eps, it was my oversight and I apologize. I was just so excited to share the newfound tidbit that I had :-)

Yeah, that was my initial thought too, although I couldn't find any support for EPS in the documentation for sips or in the dictionary for Image Events. Having said that, its not my area of expertise so maybe I'm missing something obvious - wouldn't be the first time! ;-)
