There is no difference in Preview's scriptability in Tiger!
Automator *pretends* to use Preview when it is more likely using SIPS.
The only action that requires Preview is "open in Preview" which is
available to any scripter on any version of OS X:
tell application "Preview" to open myFile
As Ruby already has PS and her original script will work as soon as she
reloads the scripting plugin I don't think it's really worth pursuing
alternatives that require rendering stuff to PDF and then on to jpeg.
