It's a security feature. Mac OS 9 worked this way too; it's designed to prevent what we affectionately (if somewhat archaically) call "the floppy of doom".

I found that the folder action scripts had to be in "/Library/ Scripts/Folder Action Scripts/" or "~/Library/Scripts/Folder Action Scripts/".
