I don't see an issue here. "Developer" is a very broad term. It doesn't imply type declarations or buffer overruns, native compilation or punctuation-heavy syntax. The only important distinction is that AppleScripting requires certain kinds of knowledge and is intended for a class of users that overlaps with but is not the same as those who use Safari, Word, or Illustrator.

AppleScript involves "functions", "values", "statements" and "variables". That's about all that's core to programming. The rest is just the details of one language or another.

There's no real point in saying that AppleScript writers aren't programmers, or that they're "just" users; they are both, among many other things.
