If you want to get pedantic about it, "Developer" as a noun predates the
computer industry by over a century. The photography industry had it first.
Therefore, no one should be called a "Developer" unless they are a chemical
compound used in the processing of photographic prints.
Or we could all see that the term is a flexible one, and applies in a number
of situations, and that requiring some arbitrary freezing of its definition
is kinda silly.
