And, let's be fair here, maybe the predilection for referring to that range
as "high ASCII" is at least partly due to the Standard Additions "ASCII
character" and "ASCII number" which just so happen to cover the full range
0-255.

If that character is not ASCII (which it isn't), then how come AppleScript
1.10.0 says that this character's ASCII number is 191? It shouldn't have an
ASCII number if it's not ASCII, should it? We all know what it means, sure,
but you can hardly expect that people will stop referring to it as "high
ASCII" until the commands "ASCII number" and "ASCII character" are
deprecated and changed to "MacRoman number" and "MacRoman character" - which
would would be welcome.
Even more welcome would be similar commands for "Unicode hex character",
"Unicode decimal character", "Unicode hex code" and "Unicode decimal code".
They'd all have to be strings, except maybe "Unicode decimal code", and the
first two aren't even possible until AppleScript can compile Unicode text.
In the meantime we still have those high-/non-ASCII numbers.
