I don't know and its a shame :(
Worse, I feel that Tiger is not stable: when I make a cold reboot - after
working a while - I get better results, faster runs, etc. than if I continue to
work 'as is' (didn't make a reboot).
For the record itself:
He does less than what Shane wrote.
I created a new folder (OK)
I set it a new name (OK)
I display the Command-J window - Presentation Options - (did not report that)
I set 'Changes to this window only' (did not report that)
I change the size to 16 (did not report that)
I change name position to right (did not report that)
I set 'snap to grid' to true - check the checkbox - (did not report that)
I checked the 'display informations' checkbox (OK)
I moved the window to top/left of screen (OK) *
So, if you want to know - using record - do it, but don't wait much and be happy
if you get something.
Maybe in 10.4.2 ? Who knows ?

PS: don't rely on the OS.x.y release notes said. On 10.3.9, I didn't saw a
single word on some applications changes... To check that, before making the
10.3.8 to 10.3.9 update, I create two screen shots of the 'Open a dictionary'
window (we have the application names and versions), and then compare with what
I had on 10.3.9...
* this is funny because running that part does not works (works but is forgotten
when you close/open the window).

But it is recordable. It's just that it only records what it want to, such
as UI things like selecting, moving and resizing windows, or changing views.
Hang on -- it now seems to do naming, too. And making folders. Just nothing
like moving, duplicating, deleting. Useless stuff like that.
