I understand that Script Editor does not show the key forms for a scriptable
Cocoa application. I haven't looked at other cases (e.g., Carbon apps using
an 'aete' resource).

I further understand that the reason for this has something to do with the
fact that Cocoa applications generally support all of the key forms without
any (or any significant) effort by the developer.

There is nothing to stop other script editors from showing them, however.
