And which 'downloads folder' would that be?

Safari's download folder? Or maybe the user's still using IE so you want
IE's download folder. Or maybe Firefox's...? Camino's? Opera's?

Or, hang on, do you mean their FTP client's download folder? Would you
prefer Transmit's, Interarchy's, or Fetch's?

Or maybe where files attached to emails are downloaded to.

You see, there IS no 'default download folder'. Each application defines its
own.
