Keychain scripting starts Classic

This script fires up Classic every time.

tell application "Keychain Scripting"
    set the_name to the name of the current keychain
end tell


I searched the archive and found a similar problem.  The solution was to put
in the full path to the scripting addition.  However this won't compile.  It
says the application cannot be found.  I'm sure the path is correct.  I'm
running 10.3.8

Anyone have any ideas on how I can make it use the OS X version of Keychain
Scripting?
