Keystroke AS activation in Tiger Mail?

Trying to get back my ___cntl-keystroke launched AppleScripts in Tiger Mail. Have tried storing these in Mail Scripts and Applications/Mail Scripts, both in my user folder, with and without the .scpt extension. Doesn't seem to be working any more, although still in Tiger help. (Which is where I noted the abbreviation for control is now cntl versus ctl.)

What am I missing?
