Some knowledge of AppleScript Studio is necessary for writing AS-based Automator Actions, yes. While Automator should be usable by anyone it's reasonable to expect Action authors have bit of programming knowledge and experience. And while Studio may not be not the cleanest or simplest RAD environment it's not half bad either, and considering the price one really can't complain too much. If you fancy developing Automator Actions but haven't used Studio before, go with some Studio tutorials first.
