System Events showing "not scriptable" (Tiger)

I'm running Tiger. A script of mine contains this code:
tell application "System Events" to set firstApp to item 1 of (get
every process whose frontmost is true)
This was working fine under Panther, and during the first six days of
running Panther, but this morning, it broke. It gave an error saying
it could not "get every «class prcs» whose frontmost is true". When I
attempted to look at this in Script Debugger, it showed the raw class
code instead of "process". I tried opening the Dictionary of System
Events, and SD reported it could not load the dictionary because the
application is not scriptable!!
Anyone seen this? Any clues about how to fix it? (I'll be restarting
the computer soon as a first shot.)
Coincidentally (and probably unrelated), this morning I also
discovered that all the Dashboard widgets I'd installed above the
default number had vanished. So there is something weird going on on
my system, apparently.
