I'd suggest blocking ports on the firewall at prescribed times. Most
firewalls let you block outgoing packets as well as incoming ones, and
if your organization doesn't have a firewall (bad idea, btw), then you
can always set up the firewalls on the individual machines to block
those ports. Maybe configured using a cron job or something, to
activate and deactivate the block at particular times.
