I think it's more a matter of layers: Apple events are a high-level mechanism, not designed or intended for use in the OS's lower regions. A good analogy'd might be between the limbic system (where launchd lives and works) and neo-cortex (where Apple events operate), if you want to be all neurological about it.

The current appscript release requires some extra fiddling to get it going on Tiger and/or Python 2.4 (the next version will take care of this; ask for details meantime). There's an installer for Panther's standard Python installation that should work without any problem, or with a little patience you can build it from source if you're using your own MacPython installation. Remember to run scripts with pythonw, not python, of course (this is covered in the documentation), and mail me if you're still having problems.
