We would rather not lock down their preferences because we would like
them to be able to customize their desktop picture and their actual
screensaver.

So lock down the System Preferences. There's a number of ways to
accomplish
this, depending on your setup. It's going to be easier and more
elegant to
do that rather than try to create a script that does the same thing.
