There were afp problems in 10.4.0 that made it impossible to use afp over ethernet to connect to older Macs. That was done on purpose and will never be fixed. (I can't use the 10.4 disk that I paid for.)
During discussions about that there were comments that afp to peecees didn't work either. I believe that was fixed in 10.4.1 though I have no personal experience with that. If you are trying to connect using AppleTalk over Ethernet you may well have problems. AppleTalk over IP via Ethernet shopuld be OK.
