My take on it would be to do what we’ve done here at the studio, which is not using AS, but simply slipping in an URL as such: callto +41228403272 for example. The callto URL is accepted system wide as the mailto one.
I Skype is installed, it’ll open Skype and dial. Works wonders for us.

HTH, even if it’s not AS; it’s shorter and doesn’t need handlers against it failing, since the system handles it directly.
