As far as I know (or can guess), the original PDF button add-on that allowed
you to optionally include your own custom menu items was an invention of the
AppleScript team themselves. It was greatly expanded in Tiger, and isn't
optional any longer, as far as I can tell. I think it is probably
jury-rigged in a quick-and-dirty way that can't be made accessible.
The cure is the usual: file a bug report.
